Gong Zheng pointed out that it is necessary to implement the spirit of General Secretary Xi Jinping’s important speech on his inspection of Shanghai. In accordance with the deployment of the Municipal Party Committee, we must conscientiously put into practice the important concept of people's cities, conduct forward-looking planning and layout, high standard planning and construction, opening and sharing of the whole society, carefully create high-level cultural and sport new landmarks, and continuously increase the supply of high-quality public cultural services, in order to provide a greater support to increasing the competitiveness, influence, and attractiveness of the city

As the largest library building in China, the Shanghai Library East was opened in September last year. The city leaders inspected the lobby, entered the Reading Square, learned about the new facilities such as smart bookshelves, carefully inquired into the operation of the library, and visited the special exhibitions such as the Genealogy Library and Cultural Celebrity Manuscripts Library. The librarians in charge of these areas said that the Shanghai Library East provides nearly 6,000 reading seats, which are widely used by readers and the library can receive up to 4 million readers annually. Gong Zheng urged the library to continuously innovate its operational model, strengthen its openness, sharing, and interactive features, continuously improve its services, and better adapt to the needs of readers in the mobile internet era.

Gong Zheng pointed out that it is necessary to closely meet the new expectations of the public for a better spiritual and cultural life, continuously improve the layout of major cultural and sports facilities, play an important role in cultivating urban cultural heritage, meet people's spiritual and cultural needs, enhance urban soft power, and build a public cultural service system that matches the socialist modernization of international metropolises. We need to build and better manage major cultural facilities, strengthen the integration with grassroots cultural venues, vigorously promote the reaching out of cultural service resources to new cities, suburban areas, and large residential communities, increase the supply of cultural and sports facilities through building functional updates, accelerate the upgrading of grassroots public cultural facilities, promote higher-quality, more balanced, and more convenient public cultural services, and enhance the participation, perception, and satisfaction of the public.
