Recently, the Application Promotion Department of the State Intellectual Property Office, in accordance with the requirements of the "Notice on the Construction of Patent Navigation Project Support Service Institutions", has identified 26 institutions as national-level patent navigation project support service institutions, of which 13 are selected with the procedure of application and selection, and 13 were selected with the procedure of application and approval. The Shanghai Library (Institute of Scientific and Technical Information of Shanghai) is one of the first 13 national-level patent navigation engineering support service institutions selected through the application and selection procedure.

The national-level patent navigation engineering support service institution is oriented to strengthening the application of patent navigation results, and focuses on assisting the government in scientific decision-making, supporting key technology research, and serving the innovation and development of the industry.

Founded in 1958, the Institute of Scientific and Technical Information of Shanghai is one of the earliest institutions in China to collect global scientific and technological patent documents and provide related services. In 1990, it was recognized by the Ministry of Science and Technology as one of the first national first-level frontier science information consulting institutions (the only one in Shanghai). In 1995, it was merged with the Shanghai Library to become one of the largest research-oriented public libraries and comprehensive information research centers in China. Now it has developed into a national patent document service network, a national intellectual property analysis and evaluation service demonstration institution, the Technology and Innovation Support Center (TISC) of the World Intellectual Property Organization, the "Frontier Technology Development Research Center" of the Shanghai Soft Science Research Base and one of the first Shanghai key think tanks.

On being listed as one of the First National-level Patent Navigation Engineering Support Service institutions, the Shanghai Library (Institute of Scientific and Technical Information of Shanghai) will, on the basis of strengthening its own capacity building, take on the responsibilities of demonstration and guidance, demand support, and service supply.
