On February 24, 2022, Gong Zheng, Mayor of Shanghai, had an online video meeting with Aaron Hawkins, Mayor of Dunedin, New Zealand, and signed memorandums for a new round of cooperation and communication between the two cities.

At the meeting, the two mayors also witnessed the signing of three special memorandums of cooperation between the two cities in the fields of science & technology, library and gardening. Chen Chao, Director of the Shanghai Library and Bernie Hawke, Dunedin Library Manager signed the Memorandum of Agreement between Shanghai Library and Dunedin Public Libraries 2022~2024, in order to encourage and deepen the communications and cooperation in many fields, including the "Window of Shanghai" project, and promote the common progress of both libraries.
The cooperation between the Shanghai Library "Window of Shanghai" project and Dunedin Library began in 2008. In that year, the Shanghai Library donated the "Window of Shanghai" print books selected by the Dunedin Library for the first time. Since then, the two sides have maintained a good cooperative relationship and allocated new books every year. In 2013, the "Window of Shanghai" provided e-book services to the Dunedin Library, enabling local readers to experience the convenience and fun of online reading.
