On December 13, 2022, the "2022 Shanghai Manual" Promotion event jointly organized by the Foreign Affairs Office of Shanghai Municipality, Shanghai Municipal Housing and Urban-Rural Development and Management Commission and Shanghai Library was held in the Shanghai Library East. Representatives of consulates general in Shanghai were invited to attend the event.
Shanghai Manual: A Guide for Sustainable Urban Development in the 21st Century aims to providing important reference for urban administrators, urban planners and key stakeholders with selected practice of cities in the sustainable development of economy, society, environment, culture and governance. Since 2011, the Shanghai government worked together with UN-Habitat and the International Exhibitions Bureau to compile the Shanghai Manual in the mode of "general editing every five years and reporting every year”.
It is reported that the 2022 Shanghai Manual, as the main global event of this year's World Cities Day and an important outcome of the Second Global Conference on Urban Sustainable Development, was released by Ms. Maimuna Mohad Sharif, Executive Director of UN Habitat, at the opening ceremony of the conference on October 31. Recently, Shanghai Mayor Gong Zheng issued an open letter recommending the 2022 Shanghai Manual to all departments of the city's government, other cities of friendship, and foreign affairs institutions.
The theme of this year's Shanghai Manual is "the localization of sustainable development goals". Yang Rongbin, chief expert of the expert team of the 2022 Shanghai Manual and a research fellow of the Shanghai Library, gave a speech on the studies of five cases selected this year, representing the fields of economy, society, environment, culture and governance in Hanoi (Vietnam), Monterrey (Mexico), Minawao (Cameroon), Shanghai (China) and Los Angeles (USA). He said that each case in the Shanghai Manual tries to tell a good story about a city and reproduce the decision-making process as much as possible. The scholars' in-depth analysis of the experience of each case is useful for passing on successful ideas and present avoidable failures to urban governors. The Shanghai Manual contains best innovative urban practices that show first-hand information, so that better urban governance experiences can be shared and further developed together in a wider range.
