In order to comprehensively improve the level of regional public cultural services, Shanghai Library, Nanjing Library, Zhejiang Library and Anhui Provincial Library jointly issued the "City Reading Card" proposal to the public libraries of three provinces and one city in the Yangtze River Delta region. On September 28, 2020, the relevant public libraries in the "Yangtze River Delta" region jointly initiated the establishment of the "Yangtze River Delta Public Library Online Lending Service Alliance" in Yangpu District Library of Shanghai.

The purpose of the alliance is to promote the construction of nationwide reading and scholarly society, strengthen interlibrary cooperation and business research, and promote the integration and development of public culture. 12 public libraries, including Yangpu District Library, Kunshan library, Wujiang Library (Suzhou City), Yangzhou city library, Lu'an City Library, Yinzhou District Library (Ningbo City), Wujin Library (Changzhou City), Jinling library and Jiangbei new area library (Nanjing City), signed the covenant.

The culture of the Yangtze River Delta is interlinked with each other, and the public cultural service of each member Museum has its own characteristics. With the goal of linkage, mutual benefit and common development, the alliance will create a library alliance of "Complementary Advantages, Multiple Functions, Intelligent Interconnection, Openness and Sharing", strive to meet the people's needs for a better life, and make cultural services within reach possible.
