Shanghai Library (ISTIS) Released New Version of “Evaluation of Scientific and Technological Innovation Capability of International Metropolises 2017”
On October 20, 2017, Shanghai Library (Institute of Science and Technology Information of Shanghai) took hands with Clarivate Analytics, a globally professional information service provider, and jointly released “Evaluation of Scientific and Technological Innovation Capability of International Metropolises 2017” at Shanghai Competitive Intelligence Forum. Institute of Science and Technology Information of Shanghai and Clarivate Analytics have been releasing Evaluation of Scientific and Technological Innovation Capability of International Metropolises in October since 2015. Three editions have been released up to now. In 2015, the first release of the report received great attention. HAN, Zheng, secretary of Shanghai municipal Party committee, made special instructions that relevant department shall carry out research on it. The report has also won the First Prize of Shanghai Decision Consulting in 2017. Compared with 2015 version and 2016 version, “Evaluation of Scientific and Technological Innovation Capability of International Metropolises 2017” has been further improved and perfected in terms of method. It investigated and evaluated international metropolis's scientific and technological innovation ability through two main lines. The first main line is the continuation of the first two editions of the report, which carries out the bibliometric analysis of relevant evaluation indexes in patent and academic papers from five dimensions, namely innovation trend, innovation hotspot, innovation quality, innovation subject and innovation resultant force. The other main line is newly added to 2017 report, which investigates the scientific and technological innovation capability of cities based on the international rankings, and forms four corresponding city rankings based on the top ten emerging technologies, global top scientists, leading technology R&D institutions and leading academic research institutions. Combining the research of two main lines, 2017 report designed 23 indexes of three-level evaluation index system, and finally formed the comprehensive ranking of scientific and technological innovation capability of 12 cities. |

According to “Evaluation of Scientific and Technological Innovation Capability of International Metropolises 2017”, Boston ranks first among the 12 cities owing to its high quality patents and papers and leading innovation resultant force; Beijing ranks second for it possesses a large number of leading technological innovation and academic innovation institutions and closely follows the development of international emerging technology in academic innovation. In the sub-ranking, Boston also ranks first in terms of “Innovation Quality” and “Innovation Resultant Force”; Beijing, Tokyo and Shenzhen ranks first in terms of “Innovation Subject”, “Innovation Hotspot” and “Innovation Trend” respectively.
