The Shanghai Central Library Implements Children’s "One-Card-Through" Loan Services

In Shanghai, there are more than 250 public libraries opening to underage readers. From 1 July, 2011 onwards, the children's library card is taken into the "One-Card-Through" system of the Shanghai Central Library, realizing the long-awaited offsite library loan services for underage readers. Currently, there are 141 libraries offering children’s "One-Card-Through" loan services. These libraries are located in the city’s districts, counties and neighborhoods, providing special  children's libraries or departments, and their collections are more in line with the needs of young readers. For the convenience of young readers, the "One-Card-Through" system implements a “cut off” between loan services to adults and children. Adult cardholders cannot borrow children's books, and vice versa, but adult readers can borrow books for their children. When young readers reach the age of 16, they can cancel their children’s library card and apply for an adult library card.

Corresponding with the series of initiatives for reader services announced by the National Library, the Shanghai Library has also launched a number of new measures, such as assigning special personnel to guide children tour the library, receiving organized group visits from schools, kindergartens, neighborhoods and various institutions and organizations. In addition, the Shanghai Library has organized underage readers to have personal experience of the library during the summer and winter vacations and national holidays.
