On May 6, 2012, the Shanghai Spiritual Civilization Construction Committee Office released “2012 Shanghai Annual Urban Civilization Indexes”, which shows that in 2012, the urban civilization index of Shanghai is 88.97, slightly lower than 89.24 in 2011, but still remains stable at a high level. The Shanghai Annual Urban Civilization Indexes consist of three sections, including environmental civilization index, order and civilization index, and services civilization index. The evaluation covered the city's 17 districts and counties and 41 service industries to reach a composite score. In the category of cultural entertainment, libraries ranked first, surpassing hotel industry that ranked first in 2011.
