On September 3, 2009, Mr. Liu Yungeng, director-general of the Standing Committee of Shanghai People's Congress was greeted by Dr Heinz Schaden, mayor of Salzburg, the city of Mozart for the cities' sisterhood bonding and "Window of Shanghai" opening ceremony. Also present were Ms. Susanne Neuwirth, vice president of the Federal Council, officials from Salzburg city government, representatives from China Liaison Office of State of Salzburg Government and Shanghai delegates.
 

The first patch of donation from Shanghai Library constituted 366 volumes of books mainly covering the fields of Chinese medicine, sociology & philosophy, literature and tourism with the purpose of familiarizing readers in Shanghai' s Austrian sister city with Shanghai, China and their culture. Stadtbibliothek Salzburg (Salzburg City Library), therefore, becomes the 2^nd partner library in Austria after Österreichische Nationalbibliothek (The Austrian National Library) that joins in the program of 'Window of Shanghai'.
